Trust
On March 15th, 44 BCE (the Ides of March) trust was broken and life was lost when Julius Caesar was betrayed and killed by his friends. Polls show that most Americans are less trusting than in the past of what's in place to keep them safe. And experience shows that when people don't trust the messenger, they don't embrace the message. Be conscious of the trust factor - look for ways to regain, build or maintain the level of trust your constituents have in your response capacity.
